The city recently approved permits for PGE to clearcut 4.7 acres of mature forest and build new power lines in Forest Park. PGE would be allowed to fill two wetlands, harm two streams, and remove 376 living trees. City staff said the project does not follow code and public comments overwhelmingly opposed the project, but it was approved anyway.
The decision misinterprets city code, so we filed an appeal. The Forest Park Conservancy is also appealing this decision. We are working with the Conservancy and with our allies at Bird Alliance of Oregon.
Forest Park Neighborhood has worked to protect the headwater streams and wildlife habitat in and around Forest Park since our organization was founded in 1975. The City of Portland’s Forest Park Natural Resources Management Plan (FPNRMP) governs the city’s management of Forest Park and guides our work:
Forest Park is unique… Every effort should be made to establish and maintain a natural and stable ecosystem within the park and surrounding natural areas. It is vital that flora, fauna and habitat elements remain as free as possible from disturbance related to human activity.
There are alternatives to PGE’s proposal. The damage from the project cannot be fully mitigated. PGE’s proposal undermines the FPNRMP’s goals of protecting the park and growing a self-sustaining ancient forest
There will be a public hearing at city council in April. Stay tuned for info on how to testify at the hearing or in writing.
